Core Responsibilities
The duties and responsibilities described below are the essential functions of the job and are not intended to be all inclusive for this position.

•    Direct the construction, maintenance, and operation of aerial and underground fiber infrastructure, ensuring compliance with RUS, NESC, and other applicable regulations.
•    Maintain a consistent field presence to oversee construction activities, mentor crews, and ensure adherence to safety and quality standards.
•    Perform routine field inspections to validate workmanship, enforce standards, and reduce rework.
•    Coordinate joint-use activities to facilitate timely construction and system integrity.
•    Forecast and manage materials (fiber, conduit, vaults, hardware) to support efficient construction.
•    Develop and lead an internal construction program capable of performing drops, maintenance, and select mainline construction.
•    Define crew structure, training, tooling, and performance expectations for in-house teams.
•    Improve internal crew productivity, quality, and cost-effectiveness relative to contractors.
•    Assist in development and administration of service contracts for construction, maintenance, and other activities as needed.
•    Manage contractors to ensure performance meets Cooperative standards for safety, production, and quality.
•    Establish and enforce Quality Assurance/Quality Control standards, including field inspections and construction acceptance practices.
•    Manage capital and operating budgets, monitor unit costs, and approve contractor invoices within delegated authority.
•    Track and improve key performance metrics including cost per mile, production rates, and restoration timelines.
•    Implement preventative maintenance practices including inspections and testing to maintain network reliability.
•    Lead outage response and restoration efforts, including after-hours and storm events.
•    Coordinate with internal teams and stakeholders to resolve construction and service issues efficiently.
•    Provide clear, timely communication regarding project status, risks, and performance.
•    Enforce Cooperative safety policies and ensure compliance with all applicable standards.
